Abstract
All supply chain management involves re-engineering the interfaces between organisations. Partnering is just one mechanism available to do this.

This paper reports on a study of the partnership working Relationships that formed during a civil engineering project. The project started as a traditional civil engineering contract carried out under the ICE Conditions of Contract 5th edition which is a traditional form of "confrontational" contract.

The investigation studies the cultural issues which were present and that lead to the development of a non-adversarial working relationship. The importance of a partnership philosophy and the absence of special agreements are examined by analysis of the day to day workings of the project team and the use of questionnaires.

The benefits to the project as a whole and the individual partied are presented.

A framework methodology for partner selection by competitive tender is developed from analysis of the project.
