Abstract
In this paper we shall describe an intelligent environmental decision support system POW, which can aid environmental engineers and decision makers to enforce the Chinese permit system including three kinds of total emission control for the objective management system of Chinese water environment.

POW can be used to provide tools to assess water quality of river segments, to define functional zoning, to analyse and classify controlling units, to select appropriate input respond model or water quality simulation model, to estimate initial parameter values for input into the model, to calculate water environment capacity, to establish economically and technically optimistical wast load allotment model, and to make water system planning.
