Abstract
An innovative procurement strategy, known as turnkey is being used in the Tren Urbano Project in Puerto Rico in order to save time and make the project feasible. The government wishes to transfer most of the responsibilities and risks associated with this project to a private entity who can handle them in a more efficient manner. The turnkey contractor will be responsible for design, construction, supervision, maintenance and operation of all the systems in the project. The turnkey contract includes purchasing, installation and construction of all the systems, the design and construction of the maintenance and control centre, two stations and the superstructure between them. The contract also calls for maintenance and operation of the system for at least 5 years, with a possible extension to 10 years, and administering and coordinating 6 other civil contracts.
